Des réseaux ferrés nationaux à l’émergence d’un secteur ferroviaire européen : L’européanisation comme travail d’élaboration de normes sociotechniques sectorielles

Abstract : Since the beginning of the 1990s, EU institutions have shaped a European railway policy. It aims simultaneously at introducing a commercial orientation – in a sector traditionally ruled by the pursuit of efficiency in attaining general interest objectives – and at making the old utopia of a Europe wide integrated railway area real. To reach this second objective, this policy – far from deregulation – rests on law, experts and standards. The chapter shows then that the development of EU railways’ economic and technical interoperability has led to the building of social interoperability, through participation of European social partners in shaping EU legislation and emergence of European collective bargaining. In this process, EU has become, including on social issue, one scale of European railway’s multi-level regulation system.
