Apport des SIG et des systèmes d'information pour les collectivités locales dans la gestion de patrimoine immobilier

Abstract : In the context of local councils, management of public estates becoming a significant political axis, it requires the co-operation between actors having different competencies and roles (accountancy, roadway system, parks, management and exploitation of buildings, ...). This co-operation induces information exchange and sharing between actors. However, the degree of information aggregation or synthesis necessary to each actor varies according to his or her status (specific information to his trade, information managed by other actors). The tools supporting these exchanges do not exist in local councils, or in a too limited way. The article proposes to show how the coupling between functionalities of infocenters and functionalities of Geographical Information Systems (GIS) meets these requirements. On the one hand, an infocenter makes it possible to place at the disposal of all the actors information of each trade, not in rough and exhaustive form, but in a way structured and synthesized according to the needs of each user. On the other hand, in order to facilitate the access to these data, we propose to use some functionalities of the GIS in order to associate each factual information with its geographical dimension, generally commune with all the actors. Lastly, a first marketed version of a tool based on this principle is presented.
