Instrumentation des décisions publiques - approche ontologique

Abstract : One observation is manifest : the territory predates the digital. This begs the question as to the contribution of the digital to a territory and the way it assures continuity. The materiality of the territory, the different uses and variety of occurring situations do not allow stopping at a definitive one fit for all response. The question then becomes a permanent one regarding any attempt to go digital in a territory. An ontological approach makes it possible to base the digital on exchanges of concepts, part of which have a material nature. Such an approach is to be integrated in public policy and governance. This issue is illustrated in a public policy-making and evaluation of the territory of Valenciennes Métropole (France).
